Abstract

|
목적: 본 연구의 목적은 국가 간 간호사 상호인정협정(Mutual Recognition Agreement, MRA)의 현황을 파악하고, 우리나라의 정책방향을 모색하는 것이다.
방법: 본 연구는 국내외 관련 문헌의 고찰을 통해 수행되었다.
결과: 간호사 MRA를 체결한 국가는 유럽연합, 동남아시아국가연합, 호주-뉴질랜드, 인도-싱가포르, 카리브공동체 등이다. 미국과 일본은 다른 국가와 간호사 MRA를 체결한 사례가 없으나, 특정 국가에 한해 외국인 간호사의 진입장벽을 완화해주고 있다. 향후 미국, 캐나다, 호주와 같은 선진국과 간호사 MRA를 추진하기 위해 간호의 국제표준을 정립하고, 외국인 간호사 자격에 대한 검증체계를 구축하며, 간호사 면허를 일체 담당하는 독립적인 전문 면허기관을 설립할 필요가 있다.
결론: 본 연구는 국가 간 간호사 MRA를 추진하는 데 기초자료로 활용될 수 있으며, 외국인 간호사 유입에 대한 대책 마련에 기여할 수 있다.

Purpose: The purpose of this study was to identify the current issues concerning a mutual recognition agreement (MRA) for nursing professionals, and to suggest policy alternatives in South Korea.
Methods: The study was conducted through a literature review.
Results: The nursing MRA was signed by the European Union, the Association of Southeast Asian Nations, Australia-New Zealand, India-Singapore, and the Caribbean Community. The United States and Japan have not concluded a nursing MRA with other countries, but they have lowered the entry barriers for foreign nurses from certain countries. In order to prepare for a nursing MRA with developed countries such as the United States, Canada and Australia, it is necessary to establish international standards for nursing and to build a verification system for the qualifications of foreign nurses. In addition, there is a need to establish an independent professional licensing authority that assumes responsibility for all the tasks regarding a nursing license.
Conclusion: The findings of this study can be used as basic data for the preparation of a nursing MRA, and can contribute to the establishment of policies for foreign nurses.
